AIAA Space Traffic Management Working Group Charter/Tasks

 

Task 1: Define and outline the space traffic management eco-system into its fundamental functional components, identify the relevant issues, including technical and non-technical related, and comment on current activities.   

Output:  A lexicon and problem statement that will allow the non-technical/policy community to understand the problem and will assist the technical/non-technical community understand where and how they want to participate in designing the solutions. 
Customer:  Technical and policy people, international community, Technical Committees, Congress

      

Task 2:  Execute a test case, based on user needs, to identify desired improvements in current SSA/STM processes, including the exploration of the impact of assumptions, measurement uncertainties, and modeling algorithms on data sensitivity. The goal will be to identify critical components, data, and common assumptions that will allow the community to ensure consistency when comparing output from various processes.

Output: A consistent understanding and community-wide consensus of critical assumptions and data parameters that should be commonly employed to calculate conjunctions.  In addition, the establishment of a system that can be used to provide demonstrations for key stakeholders (including in government, industry, academia, and the international community), involving the challenges and existing capabilities related to Space Situational Awareness and Space Traffic Management, using real satellites, real observations, and existing software.
Customer:  Government Agencies involved with SPD-3 and the general operational community. 


Task 3:  Provide a body of knowledge highlighting best practices and information related to conjunction analysis and risk assessment in order to provide assistance to new entrants into the STM area. 

Output:  Website and document repository where interested parties can find references, training materials and best practices related to conjunction assessment. 
Customer:  Any entity that is in interested in getting more familiar with topics and issues and methodology related to conjunction assessment.
