Local government has a long history of using geospatial information to better understand their areas of jurisdiction. From the early days of mapping and survey, to modern geographic information systems, the planning, assessment, service and response to constituents have relied on location based information. A somewhat less well explored opportunity derives from the use of remotely sensed data as a source for the analysis and extraction of spatial information. Since 2006 the Los Angeles Regional Imagery Acquisition Consortium (LARIAC) has acquired high resolution multispectral data across the County of Los Angeles. With improved access to multiple image sources, ancillary training data and machine learning methods, these data offer essential opportunities to provide valuable information for the business of government. 

Working with both commercial and research institutions the County of Los Angeles continually explores new opportunities to take advantage of these tools. In this presentation, Dr. Steinberg will provide examples of both existing and emerging applications of remotely sensed data for local government applications including those reliant on LARIAC imagery and LiDAR data collections, sUAS systems (drones), and other publicly available airborne and spaceborne systems. He will provide an overview of ways local governments already use geospatial data and tools including some specific examples of image-based data analysts and extraction and propose opportunities to extend these capabilities further by leveraging machine learning methods using an ever-expanding pallet of remotely sensed data.

Steven J. Steinberg, Ph.D., MPA, GISP

Dr. Steinberg serves as the Geospatial Information Officer (GIO) for the County of Los Angeles, California. In collaboration with a team of highly skilled GIS professionals, he guides the geospatial strategy for more than 10 million residents and 110,000 county employees across 40 departments. As a self-titled “geospatial evangelist” he is passionate about the use of technology to solve real problems of people and their environment. Prior to joining LA County, Dr. Steinberg served as Principal Scientist and Department Head (2011-2018) for Information Management and Analysis at the Southern California Coastal Water Research Project Authority (SCCWRP) and as a Professor of Geospatial Science at Cal Poly Humboldt, California (1998-2011). He currently teaches as an Adjunct Professor in the MS GIScience program at California State University Long Beach. Dr. Steinberg is also actively involved in geospatial leadership positions and professional organizations including current roles as a member of the Board of Directors of URISA International, the GIS Professional Association, and serving as a member of the National Geospatial Advisory Committee (NGAC) 3D Elevation Program (3DEP) subcommittee and the Schools, Health & Libraries Broadband (SHLB) Coalition Broadband Mapping Policy Group. Dr. Steinberg has co-authored and edited multiple books and book chapters, including his most recent volume Resilient Communities Across Geographies (2021) and frequently speaks on the application of geospatial technology.
